Kyoto is an exclusive city? Michelin guide Kyoto & Osaka 2010 published in Japan !

Michelin Guide Kyoto & Osaka 2010” is published in Japan on 16th Oct 2009. I think the guidebook is very helpful for Kyoto and Osaka tours.

However, the restaurants in Kyoto refused to be brought in the Michelin guide. Michelin Director Jean-Luc Naret criticized them as being conservative.

Sometimes Kyoto is regarded as an exclusive city. Is it true ?
